What Constitutes a ‘Need’ for Home Care for Veterans?

When it comes to the Aid and Attendance Benefit application, a veteran needs to not just prove that they would qualify, but also that home care is a necessity. It’s sometimes difficult for people to determine whether or not their desire or perceived need for home care support is actually a documentable need.

Why would somebody need home care?

There are many reasons why veterans might require some type of home care support. As people get older and are considered elderly, they will likely deal with a number of physical challenges, limitations, and health issues. If a person has difficulty performing any or multiple Activities of Daily Living (ADLs), a home care aide would be an asset.

If this home care provider will improve safety, quality of life, and comfort for an elderly or disabled veteran, that could very well be a documentable need.

So how do they prove this?

One of the best ways to prove a need for home care support is for the veteran to have a recommendation from their doctor. If a doctor is not willing to write a letter of recommendation for these types of services, and if the veteran believes this would be necessary for their safety and well-being at home, they should ask him or her a pointed question about why.

There may be certain concerns a doctor has about their physical capabilities or what they observe during their appointments. It could also be a simple matter of opinion and the veteran may wish to seek a second opinion on the topic.

If the veteran is wheelchair-bound, bedridden, and simply needs extreme assistance to just accomplish even the most simple tasks throughout the day, this can usually be easily documentable through a basic description of what the veteran deals with on a daily basis.

The VA is not always helpful with the applications.

A lot of veterans may turn to the VA for assistance, but because of a backlog and staff being overwhelmed with applications and calls for help, it could be days, weeks, or months before a veteran can actually speak to somebody and get the help they need filling out the application. That can lead some to be tempted to pay for assistance.

There are plenty of nonprofit organizations out there who have a great deal of experience assisting veterans filling out applications for this and other pensions. The VA strongly discourages any veteran from paying for assistance filling out various pension applications and may deny the pension on those grounds alone.

If a veteran can prove home care is necessary and believes he or she would qualify for the Aid and Attendance Benefit, but needs assistance in filling out, never pay for help and turn to reliable, quality nonprofits instead for assistance.
